Who regulates dentists in Türkiye, and how it differs from the UK

A Turkish dentist will not be on the UK register. That is normal. Here is what the Turkish system looks like instead.

Short answer

In the UK, dentists must be registered with the General Dental Council (GDC). Dentists who practise only in Türkiye are not on the GDC register. In Türkiye, dentists qualify through a university dental degree, practise under Ministry of Health rules and are members of the Turkish Dental Association (TDB) through local chambers. Clinics treating international patients need Ministry authorisation, shown on HealthTürkiye, which also lists health professionals.

UK patients are used to the idea that dentists are registered with the General Dental Council. When they look up a Turkish dentist on the GDC register and find nothing, some worry. They should not, at least not for that reason. The two countries have separate systems.

The UK system, briefly

Anyone practising dentistry in the UK must be registered with the General Dental Council. The GDC sets standards, keeps the register and handles complaints about registered dentists. A dentist who works only in Türkiye has no reason to be on it.

The Turkish system

  • Qualification. A five-year university degree in dentistry. Specialists add training after the national DUS exam; see what Uzm. Dt. means.
  • Professional body. Dentists are members of the Turkish Dental Association (TDB) through regional dental chambers. Membership has a number, which some dentists publish.
  • Clinics. Private dental clinics are licensed by the Ministry of Health. Clinics that treat international patients also need an international health tourism authorisation, shown on HealthTürkiye as a number starting ST-.
  • Professionals at authorised clinics are listed in HealthTürkiye’s health professionals section.

What this means for you

  • Check the clinic’s authorisation on HealthTürkiye.
  • Check your dentist is listed there, at that clinic.
  • Ask for the dentist’s TDB number.
  • If the clinic says a UK dentist is involved, look them up on the GDC register.

Complaints

If something goes wrong, your first route is the clinic. The GDC cannot act on a dentist who is not on its register. Agree, before you book, how complaints and guarantee claims are handled, and keep everything in writing. The NHS treatment abroad checklist also suggests checking what happens if things go wrong.

How a Turkish dentist qualifies

Dental education in Türkiye is a five-year university degree at a faculty of dentistry, followed by registration to practise. Graduates who want to specialise sit the national DUS exam and train for several years in one of eight specialities. Many then add a doctorate. The titles you see in front of a dentist’s name, such as Dt., Uzm. Dt. and Dr. Dt., reflect those steps; see our titles guide.

How Turkish clinics are licensed

A private dental clinic in Türkiye needs a licence from the Ministry of Health, usually as a poliklinik (clinic) or merkez (centre), and a responsible manager (mesul müdür), who is a dentist. Clinics that want to treat international patients need an additional international health tourism authorisation. HealthTürkiye shows that authorisation number, the year the clinic was founded and how many professionals it lists.

A note on UK claims

Some Turkish clinics say they have “UK dentists” or “UK partners”. That can be true, and when it is you can check: a UK-registered dentist will appear on the GDC register. If they do not, ask what the claim means. A UK office or company does not mean UK-regulated dentistry. Precious Dental, for example, has a UK company, Precious Teeth Ltd, but our dentists are registered in Türkiye, not with the GDC.

What the GDC can and cannot do for you

The General Dental Council’s pages for patients explain what it does: it registers dental professionals in the UK, sets standards and can investigate concerns about a registered professional’s fitness to practise. If your dentist in Türkiye is not on its register, the GDC cannot investigate them. If a UK-registered dentist was involved in your care, for example by planning your treatment or seeing you in a UK office, you can check them on the register and the GDC may be able to act on concerns about them.

Checking a Turkish dentist step by step

  1. Find the clinic on the HealthTürkiye facility list and note its authorisation number.
  2. Find the dentist in the HealthTürkiye health professionals section and check they are listed at that clinic.
  3. Ask the dentist for their TDB membership number.
  4. Check the clinic’s website for the dentist’s dental school, year and training.
  5. Keep screenshots, with dates.

Consumer rights when buying treatment abroad

Buying treatment from a Turkish clinic is not the same as buying from a UK business. Your rights are mainly under the clinic’s terms and Turkish law. Read the terms before you pay, especially the cancellation, refund and guarantee sections. Citizens Advice explains consumer rights in general terms and can help you understand your options if something goes wrong with a purchase. Keep receipts and written agreements.

Health cover while you are there

GOV.UK’s Turkey health advice says the EHIC and GHIC are not valid in Türkiye. You will need travel insurance for medical problems during your stay, and you should check whether it covers complications of planned treatment.

Dentists in this guide with checkable records

Every dentist here is named on the HealthTürkiye register and on their clinic’s website. Several also publish a CV or TDB number. Browse them on the A to Z list or by speciality.

A worked example of checking a clinic’s claims

Suppose a clinic’s website says: “Our dentists are internationally accredited and our UK team will look after you.” Here is how to check it:

  1. “Internationally accredited”: ask which body, and look it up. Accreditation of a clinic is different from registration of a dentist.
  2. “Our dentists”: ask for names and check each on HealthTürkiye.
  3. “UK team”: ask whether any UK team member is a dentist. If so, look them up on the GDC register. If they are coordinators, that is fine, but they are not providing dental care.

None of this is hostile. It is the normal checking you would do for any big purchase.

Membership of the Turkish Dental Association

Dentists in Türkiye are members of the TDB through their regional dental chamber. Some publish their membership number, which lets you confirm that the person is a practising dentist. Our top pick, Dt. Hüseyin Yavuz Özbek, publishes his, 49105. If a dentist will not give you their number, ask why.

Your next steps

  1. Look up the clinic on the HealthTürkiye facility list and note its ST- authorisation number.
  2. Look up each dentist who will treat you in the health professionals section.
  3. Ask each dentist for their TDB number.
  4. If the clinic mentions any UK dentist, check them on the GDC register.
  5. Read the clinic’s terms on refunds, guarantees and complaints before paying.
  6. Arrange travel insurance that covers you in Türkiye, since EHIC and GHIC cards are not valid there.

None of these steps takes long, and together they replace the reassurance a UK patient would get from the GDC register with checks that fit the Turkish system.

Our top pick’s record

Our top pick, Dt. Hüseyin Yavuz Özbek, publishes his TDB number (49105) and is listed on HealthTürkiye at Precious Dental (authorisation ST-4647). Precious Dental publishes this guide. Our checking guide shows how to verify any dentist the same way.

Common questions

Should my Turkish dentist be GDC registered?

Only if they also practise in the UK. A dentist working only in Türkiye is registered there instead.

What is the TDB?

Türk Dişhekimleri Birliği, the Turkish Dental Association, the professional body for dentists in Türkiye.

Can I complain to the GDC about a Turkish dentist?

Not if they are not on the GDC register. Complaints go to the clinic and the Turkish authorities.

What if a clinic says it has UK dentists?

Look those dentists up on the GDC register. If they are on it, they are regulated in the UK.
